It’s a bit more complicated with GoHere so you may find EA’s Door Locking feature easier. Look at all the door options in Version 44 Release Notes for details (Link below).
We don’t bite, I promise! & the Anon,įor the City Hall, you could restrict access to specific sims into the room the podium is in, using either the EA door locking feature, the “Barrier to Entry Doors” from The Sims 3 Store or NRaas GoHere. We also have a Documentation page for NRaas Register, which explains all the options available: There are several notices generated by NRaas Register. This may not work very well if you don’t have many unemployed resident sims in your town though.
Note that this setting applies to Role Sims only, not Service Sims. Whether to allow unemployed residents to be automatically assigned role positions. To do this, you would need to change the following option from false to true. You could also allow NRaas Register to use an existing unemployed resident sim from your town to operate the Elixir Shop Register. This will obviously leave the Elixir Shop Register without a sim to operate it though, so that may not be what you want. Note: This setting will not appear if you have “Register > Allow Immigration” set to “True”. 
Change the default setting from “True” to “False”. NRaas > Register > Show Immigration Failure Notice. If you just want to stop the notices about the Elixir Shop Register being empty, you could use the following option:. You could turn on immigration in NRaas Register, which would then generate a random homeless sim to operate the Elixir Shop Register and that would stop those notifications, however, there are other alternatives. To answer the Anon, there are no immigration options in NRaas Master Controller.
